Unpaid tolls are blocking my registration renewal

Updated October 31, 2026 · Leer en español

If you ignore toll-by-plate invoices in Florida, the toll agency can ask the state to put a registration stop on you, and no plate or decal can be issued until the debt is paid. To clear it, find out which agency placed the stop, pay that agency (or the clerk of court, if it became a citation) in full, and wait for the stop to be released, usually 48 to 72 hours. Then you can renew.

How unpaid tolls turn into a registration stop

When you drive through a toll without a working transponder, a camera captures the plate and the toll is billed to the registered owner, not to whoever was driving. If those bills go unpaid, they escalate:

  1. Toll invoice. A toll-by-plate (or pay-by-plate) invoice is mailed to the owner. Florida's Turnpike adds a $2.50 administrative charge, and the Central Florida Expressway Authority (CFX) gives you 30 days from the invoice date to pay.
  2. Second notice. An unpaid invoice is followed by a second notice with more charges.
  3. Collections, registration stop and citation. The debt can go to a collection agency, the agency can ask the state to place a registration stop, and it can issue a Uniform Traffic Citation (a toll ticket).
  4. Clerk of court. With CFX, a citation not resolved within 30 days is filed with the clerk of court in the county of registration, and CFX can no longer settle it.

Under Florida law, toll agencies send the state a list of people with outstanding violations. Anyone on that list can't be issued a license plate or decal for any vehicle until they are off the list or show a receipt proving the fines were paid. This is why the stop can block renewing every vehicle in your name, not just the one that used the toll road.

Among the plates checked through Tagcenter.net in the last year, unpaid tolls were one of the most frequent specific problems blocking a renewal.

Find out who placed the stop

Your renewal notice should show that there is a registration stop. To see which agency placed it, use FLHSMV's public motor vehicle check (MVCheckWeb) or call your county tax collector. The main Florida toll agencies are:

  • FDOT / SunPass: Florida's Turnpike and other state toll roads, including the Veterans Expressway and Suncoast Parkway (TOLL-BY-PLATE invoices).
  • Central Florida Expressway Authority (CFX): Orlando-area expressways (E-PASS, Pay By Plate).
  • Tampa Hillsborough Expressway Authority (THEA): the Selmon Expressway.
  • Greater Miami Expressway Agency (GMX): Miami-Dade expressways.

Each agency only clears its own stops. Paying SunPass will not release a stop placed by CFX, and the other way around.

How to pay and clear it

  1. Gather your plate number and any invoice or citation numbers from the notices you received.
  2. Pay the agency that placed the stop on its website or by phone. SunPass invoices can be paid at SunPass.com or by mail (check or money order to FDOT); CFX invoices at its E-PASS site or by phone. Pay everything due: CFX, for example, does not accept partial payments to release a hold.
  3. If a citation was already filed with the clerk of court, pay the clerk and keep the receipt.
  4. Some tax collector offices can collect certain stops themselves. Hillsborough and Pasco, for example, can clear most CFX and THEA stops at the office (Hillsborough takes cash or card for tolls, not checks), and some counties let you clear CFX stops while renewing online.
  5. Keep your payment confirmation. Florida law lets you renew with a receipt from the agency or clerk showing the fines were paid, even before the stop disappears from the system.

If you think an invoice is wrong (a sold vehicle, a plate misread, a rental car), dispute it with the agency that issued it. For SunPass, call 1-888-TOLL-FLA (1-888-865-5352). For rental cars, tolls are handled by the rental company under your rental agreement.

How long until the stop clears

It is not instant. Pasco County says the stop should clear within 48 hours of paying the toll agency, and Hillsborough suggests waiting 72 hours before coming in, or asking the agency to email or fax the payment confirmation to the office. If the stop is still there after that, contact the toll agency to confirm your balance is fully paid.

Paying close to your birthday? Pay the tolls first, keep the receipt and leave a few days for the release so you don't renew late. See how to renew a Florida registration for the deadlines.

Then renew

Once the stop is released, renew the usual way: online, at the tax collector or with a private service. You can check your plate with Tagcenter.net to see whether it is ready to renew. Tagcenter.net is a private service and can't pay or remove toll stops for you, but once they are cleared we handle the renewal and you can follow its status until the decal is mailed. Our service fee is shown before you pay (see fees).

Not sure where to renew? Compare renewing online vs. at the tax collector. If your renewal is also blocked for insurance, read renewal blocked because of insurance.

Frequent questions

Can unpaid tolls stop me from renewing my registration in Florida?

Yes. A toll agency can ask the state to place a registration stop, and no plate or decal can be issued until the tolls and fines are paid.

Someone else was driving. Do I still have to pay?

Toll invoices go to the registered owner. If you sold the car, or it was a rental or misread plate, dispute it with the agency that issued the invoice.

How long after paying can I renew?

Tax collectors say to allow about 48 to 72 hours for the stop to be released. With a payment receipt from the agency or clerk, you may be able to renew sooner at a tax collector office.

Can I pay the tolls through Tagcenter.net?

No. Tolls must be paid to the toll agency (or the clerk of court). After the stop clears, you can check your plate and renew with Tagcenter.net.
